Research question
When does AI meaningfully solve a public problem, and when does it only solve the computational part of that problem?
The argument
AI can improve prediction, diagnosis and decision support, but technical capability does not remove behavioural and institutional constraints. Responsible adoption requires human oversight, local data, governance capacity and accountable institutions.
